Port Forwarding HELP?

I have a Actiontec GT701 modem through qwest and a belkin F7D4302 v1 to broadcast the wireless signal for the actiontec and every time i open a port i go to check if its open and the connection timed out but before i forward the port its connection refused and this is for every port scanner out there. Can someone tell me whats going on and what i can do to fix it. Don't tell me to go to Portforward.com because i already have. This problem has been going on for weeks and i tried disabling the firewall and turn dmz on and tried using the belkin in just use as a acces point mode. HELP?!
