Only lukewarm water from electric water heater after holiday?

The water heater has two heating coils. One at the top and one at the bottom. Each heating element has it's own thermostat. I would say one of the heating coils or it's thermostat has failed, so the other one is trying to carry the full load itself. If you want instructions on how to repair this you can email me.
