Need help knowing what I'll be able to do as my disabled mother's Power of Attorney?

My mother is about to undergo a risky surgery, and wants to make me her POA (I'm already her Health Care POA) so if something goes wrong, especially if she doesn't survive the surgery, that I'm able to access her money and possessions. Basically we want to make sure that I'm able to access the money in her bank accounts, transfer her car into my name (its already paid off), and take her possessions out of storage. Will I be able to do these as a POA (in North Carolina, USA), or are there extra steps that need to be taken for these 3 things? Is it sufficient to just have me as POA without writing up a WILL to specify where everything goes (she has very little money, property, possessions, and debt)?
