Does the NBA clock keep ticking while the team inbounds after a scoring play?

I've noticed that in the middle of a game when an opposing team scores a basket, the clock will continue to run even if the inbounding player is trying to regroup and retrieve the ball. However in the last few minutes of a game the clock will stop as soon as the basket is made. So I was just curious if the rule changes throughout the game regarding the time.
