Good moisturizing face wash :)?

Ok during the summer my face gets really dry (mainly on my cheeks) and it gets sorta red, splotchy, nd uneven I hate it!I really want my skin to have a glow to it and be even, and really soft so is there a good moisturizing face wash out there that helps with irritated and dry skin?sumthing that I can find in like Rite aid or something.O yeah and I need something so that my ahir doesnt get frizzy...it tends to do that in the summer.I hear theres something called ''Frizz Ease'' and supposedly it works really good.also does anyone know of something that could help my acne scars fade, I have some on my forehead that look like dots and it just doesnt look good (plz make it affordable)
