Does Super Dry Skin Help with Cuts and Poison Ivy?

I, in my own limited logical way, have thought that since poison ivy only begins to go away ( I know, I've had it almost every year of my life) when your skin drys out and cuts on dry skin result in white scs whereas cuts on skin result in jagged bloody skin, that the best thing to do ( if you're a outdoorsy sort of person) is to keep your skin dry. Is this true? I hope so because my skin is scale dry. :)
